What makes you think the kidmad is talking about allowances?

The amount is included in the EA form and listed under Elaun/Perkuisit which is part of the total earnings, not part of allowances/expenses.

Technically and practically speaking, I would expect a netbook to fully qualify as a PC, but the other 2 does raise an interesting question.
