IINM, any amount you earn, even 1k/mth, you need to fill up the BE form and declare to LHDN, although no tax, just for their filing purpose, and it may be useful for you to apply loans, etc.
That and to avoid a kena denda... 
my friend doesn't have to pay tax but didn't submit his borang then kena denda

Yup unless you manipulate... to get a reduction, you can buy medical equipment etc... example walking canes and wheel chair.
