This means that the merchant and the cardholder both should be from the same nation.
For example, if a credit card id from a Malaysian bank and the purchase is done at a merchants location in Kenya then in most of the cases cashback will not appear. Hope that helps.

i've spent a lot at oversea using cashback card and always get the cashback.
scb gold mastercard (now the name is scb plat), aeonbig visa, uob yolo visa, cimb cash rebate mastercard, and even mbb amex on weekend.
even funny, cimb cash rebate platinum give petrol cashback instead of foreign currency cashback when i pump petrol (bp, caltex) outside malaysia.
luckily petrol and foreign currency both is same 2% (my cimb statement never reach rm3k since the 2% cashback max is rm30 only so max swipe is rm1500).

so again, may we know, which card/bank you encountered this?
