not many, if not all, grocery stores doesnt allow bill payment, especially using credit cards.
one exception so far is Sam's Groceria, that we were made aware recently that accept bill payment using credit cards, and Sam's is under MCC 5411, Grocery category.
the transaction relationship is like this (simplified, general idea):
1) Grocery store links to a specific payment gateway service, e.g. popular one is
ePay2) Grocery store initiate payment to ePay.
3) ePay pays to bill payees (e.g. TM or TNB or etc).
4) Grocery store charge you for the payment.
5) You pay the Grocery store as usual, using credit cards.
6) Credit card banks recognizes the Grocery store under MCC 5411 category (if MCC is properly & correctly registered

p/s: Even Petronas service stations allow bill payment cuz they are using ePay too. Other could try swiping their cards to pay bills, possibly under Petrol category with MCC 5541.
