i know someone who opened a restaurant two years ago. the impression I got from him is that "duit kopi" is practically mandatory.. but no surprises there, afterall this is Msia...

the thing that I found interesting was this...

he wanted to open a non-mamak restaurant at mamak prices... what I mean by that was he wanted nice decor n nice interior, but to serve mamak favourites n other indian food at low prices (this is his 6th or 7th business la, I dunno, he's rich he just wants to do it for fun I guess, maybe just so there's a place for him and his friends to chill, lol).

But DBKL says cannot! If you want nice decor n interior, u must charge more... before ur permit is given you must provide a sample of ur menu with indicative pricing, and they said "ur prices are mamak prices, so ur interior must be mamak interior... certain requirements must be met, such as the walls must use a certain kind of tiling", which my friend didn't want to use for aesthetic reasons.

The justification for the rule is this: mamaks rely on high turnover, so table cleanup must be done fast. therefore, to meet cleanliness requirements the furniture etc must be easy to clean. If food get stuck on a tiled wall, you can clean it up easily n quickly, but if it were some normal painted wall it will not clean off easily and then health issues may arise.

To be honest, I can see DBKL's point, but at the same time I wonder: shouldn't we focus on enforcing cleanliness requirements rather than applying such pre-emptive cleanliness-oriented policies and then just sit back and assume the problem is mitigated? What do you guys this, are such policies actually helpful?

Is there any specific requirements that must be meet by the restaurant outlet? What I mean was regarding the interior specification.

I'm not sure about other states, but here in Sarawak... cafe or restaurants must have the walls tiled halfway from the floor.

Any other requirements?
