Imho, pay-to-get-published type of journals are the easiest (most institutions are willing to pay for it ), especially if you want to publish in high tier journals, most of which are not easy to get into if you do not have the right connections

Otherwise just try any Q3, Q4 journals, these journals have lower expectations
