This is the main problem of strata properties.
The owner mindset need to change.
Without all cooperation in term of paying up maintenance fee and respect and obey the rules set, it is hard to beef up security issue.

A lot of people don't realise that in order to have good security, owner themselves need to lead by example.

1. Unless the property is strata title to start with (which is under strata title act), then no law to govern that owner must pay up.
