Firstly you can buy some books, get some video tutorials or get some ebooks (you know where to get right? =P) then start learning the basics...

Secondly you can search for some tutorials over the internet... http://www.good-tutorials.com <-- there're a lot here... but if you learn in this way, don't just follow the steps blindly, try figure out what every step does, and you'll learn a lot of photoshop tricks...

Thirdly you can try learning with trial and error... but in this way you might learn very slow (very impressive though, you won't forget easily)...

Lastly, you can get a photoshop course with some bulks... but i dunno where you can get it... =P

Yeap, illustrator supports more on vector =) You need alot of vectoring skills if you wanna design a nice t-shirt.

Are you asking about Adobe Illustrator? Yes, it is a software. It's not Adobe Photoshop.

illustrator got vector graphic.
Text that done in illustrator when you go to printing it will be sharp and nice. no matter how much you enlarge it.

photoshop for bitmap graphic.
Text that is done in photoshop can be sharp but only with enuf resolution when it goes to printing. when you enlarge it and the resolution is not big enuf you will start to see that the text is pixelated.

just an example.
so a combination of this 2 kind of software makes good and perfectt designs.

learn photoshop from internet tutorial. no need to go out and pay ppl unless you think that you really dun understand a word about it from the tutorial on the internet
