so as "army" have go in first.
is very true, so many firefighter dead in china every year due to this culture.
there firefighter mostly very young and luck experience due to Term service like using Army. each firefighter serve 1 term (2 year) , first year is traning, than serve other 1 year than retire liao, than 30-40% only select go to 2nd term. than must retire, very little will serve 3 term. so a lot lack experience. mostly other country firefighter have 10-20 even hole life experience。

above reason，there /leader/commander/领导 alot give wrong order，or even city leader can override Fire officer order, like going to danger area like factory，shopping mall，oil plant ASAP without analyst than thing Collapse and explosion。 their fire official also need serve term so many also lack experiance.
This is firefighter problem now in china.

our Bomba lack so much new generation and high tech firetruck, also no enough fireman around 20%.
plant like Lynes, Pengerang Integrated Petroleum Complex (PIPC) need a lot hightech industrial firetruck which bomba no have now. each unit cost USD 2-3 million.
i wish Bomba should ask from (PIPC) and Lynes money to build new firehouse with 6-8 hightech industrial firetruck.
