Most scholarship requires you to be a US citizen, some even require you to be a resident of a particular state. You can work with an F-1 visa (on-campus for the 1st year, off-campus 2nd year on). You can work full time during summer and winter breaks (40 hours), but only 20 hours when school is in session, trust me, you won't wanna work more than that anyway, it sucks the life out of you. If you are good, you can apply to need-blind schools, but the chances of someone is getting is very very very slim. You have to be the best of the best.
