The price difference is caused by middle man jacking up the price for their own profit. For the best deal now is to purchase the game online using your credit card through Blizzard.
As for the retail version, all the retailers here are selling WoW that plays in US servers. As far as I know, there is 4 places where their servers are located. US, UK, China and Korea. There won't be any different if you purchase WoW in Singapore or Malaysia, because it all connects to the US server  Hope that clears things up for you. |

Taiwan servers are in China
 Same like how Oceanic servers are in US |
