I already turn it off but still Windows is downloading something in the background.

I've check for updates and all is up to date so shouldn't be downloading anymore but I can still see via NetSpeedMonitor that something is taking up the bandwidth, causing normal surfing to be very slow.

Its definitely Windows and not by other programs, anyone have a clue what is going on?
