Please HELP.

My Maxis broadband dont have line.
I had paid for it which the package I subcrised was HSDPA - WBB 5GB Peak/15GB Off Peak

The sim card number:
(60174583699)

it shows me the red colour for the connection symbols.

I feel wasting because I had paid but cannot use.

Please solve my problems
