I have posted a (possibly) working solution that has fixed users with this issue at the main Windows 10 thread, I'll just drop by and place the solution here. Hope it works!
Press Windows key + X, select command prompt (admin)
type and enter these inputs into the console:
netsh winsock reset
Restart your PC. Your programs that require network connections should be working now
