OS Your PC ran into a problem and needs to restart, Multiple PC problems

Hey all you lovely people on the Low Yat Forums i have a few issues that i've not found the solution to.
So i recently installed windows 8.1 pro and i ran into a few problems.
1. Each time i start my pc up theres a blue rectangle bar stretching from the left of my screen to the right saying: "Your Pc ran into a problem. This problem caused your pc to restart. You can send info to Microsoft about what went wrong to help us improve Windows."
2. When i shut down theres always this program thats preventing windows from shutting down and theres no name just the standard program icon.
3. Skype crashes my Display Driver (AMD Radeon R7 200 series Sapphire) everytime skype starts it says "display driver has stopped responding and has fully recovered". It happens when the app starts and when i get a call from someone. And everytime i restart skype my pc crashes and it has the error message "Your Pc ran into a problem. This problem caused your pc to restart. You can send info to Microsoft about what went wrong to help us improve Windows."
My PC specs: Intel® Core 15-4440 CPU @ 3.10GHz 8.00 GB ram (7.89 GB usable) 64-bit operating System, x64-Based processor SAPPHIRE AMD Radeon R7 260X Graphics card.
I hope someone out there can help me with these problems Also i prefer not to reformat my pc cause this is a new hard disk and i've installed alot of things already :/ And I've tried sfc / scannow on CMD but it didnt detect anything...

Sounds like a virus issue, how about print screen your active process during startup for investigation

1.All of your pc drivers are the latest?
2.Besides, can you try the following command in CMD by sequence
Dism /Online /Cleanup-Image /ScanHealth Dism /Online /Cleanup-Image /RestoreHealth Dism /Online /Cleanup-Image /CheckHealth

it looks like a amd driver issue. try grab the latest stable driver for your gpu, then use ddu (http://www.wagnardmobile.com/DDU/) to uninstall the driver (choose remove and reboot), then reinstall gpu driver.

May be u can try what horns mentioned, try to uninstall the driver using ddu. Install the amd driver through windows update> optional update, not the driver officially from amd website.
This update is certified by microsoft and should be the most stable driver.
