Most time is the wind manage to get into the void between plaster ceiling and concrete ceiling. Also the rain water also soak up the ceiling. End up plaster ceiling fell down.
Typically such plaster ceiling should not be fitted outdoor. Need solid material. Anyway, such incident is rare occurrence. But it doesn't meant it won't happen again.
Agreed, it was due to the water weight. When the water soaked up the ceiling, there will changes to the ceiling mass, the support cannot take the additional loads and failed.
