I'm trying to purchase a used vehicle from a friend, without us going to JPJ in person or appointing a runner.

Came across MYEG's Voluntary Ownership Transfer System (STMSR), which claims the whole process can be done through the web.

https://www.myeg.com.my/faq/stmsr.html

However, tried to search online but there's not much coverage on users' experience.

Does anyone know if it works? Please share your experience.

I use that process with my motorbike. Go to a dealer that has that MYEG account. 20 minutes finish.

How much are the extra charges on top of the regular JPJ transfer charges?

MYEG is a genuine company doing all these, have been using their driving license and road tax renewal with no prob. If their fee schedule is correct, the fee for car ownership transfer is much cheaper than hiring a runner to do it.

Can a representative of the seller walk, basically me, the buyer go to JPJ and get it done myself? Or do both have to be present? Can do at UTC on a Saturday?

Well MYEG or not, its still actually grey lines as on whether its legal or not, representing someone else on behalf of thr owner.
Well lets get back to the main point.

Yes, u can do it yourself as long got all the proper documents.
Not sure whether Sat can or not.

Bte i think u still need to send the car to Puspakom for inspection 1st.

Yep the Puspakom is a definite. That can be done on a Saturday early morning.

I'm gonna call UTC JPJ to see if they can still do the transfer at night after working hours.

It's around RM150, no additional charges.
