Frankly, all those Tier only looks good when human wears it, you need a human body to make yourself looks good on it, so for Alliance, Night Elf and Human are the ideal race for that, for Horde, sorry must say only Blood Elf make thing looks good.

It's a private server using the WoW actual database to render the graphics. In fact you can even wear those armor at level 1, because private servers allow you to do anything to the game
