Public IP of Wireless Broadband, Activate Public IP

Hi,
I am using Maxis Wireless Broadband, with the Huawei USB modem connected to my 3G Router. It is configured as "Unet". Account number : 815873401 Please avtivate to Public IP ( unetp ? ) as I connect CCTV to it and need to remotely access to the CCTV.
