That guy is malay? scorpion malay?

I ask him to COD at AlorSetar main roundabout and he FFK me yesterday and let me wait 2 hours and waste my $$$ and time go there. I offer him Rm700 for ram and 3800+ that day and he ask to use Gdex. Then COD at alorster he ask me pay Rm20 for his journey. I accept it but what the heck when i reach and call him, cant get thru.
When i talk to him on phone he is Chinese Guy and in his Mail , he address himself as Mr.Tan.
