May I know how does this advance payment actually works for Celcom?

I have a supplementary 1+5 plan being charged RM30 advance fee for the first month.

However, my second month bill doesn't deduct the RM30.

So when will they rebate me the RM30?

I went to this Celcom Exclusive in Ecurve to change nano sim. But that guy wanna charge me RM 10 for new sim and RM 5 to cut. So ridiculous. Walked off immediately.
