 Account Blacklisted?

Hi, I encounter a problem of account blacklisted.
Last Friday, my friend transfer his previous hotlink number to me.
So I should have two hotlink number now under my name.
I try to transfer one of my account to Umobile but the Umobile's dealer tell me my account was blacklisted.
so, I was rejected.

I would like to know what happen to my two hotlink prepaid account.
Why it is blacklisted?
It is the staff make some mistake during transfer ownership process?
my phone numbers are 017-xxxxxx and 017-xxxxx(ownership transfer).
