That's up to the local seller, which seems unlikely to do anything, to stop them. I'm all for regulation but come on dude, at least the gov should educate the masses on the e-cig other than spout propaganda like, "it's harom", "ooh scary blowies batteries" and calling them death-on-a-stick.
