That is because they want to ensure that u are a good paymaster. If ur CCRIS report shows u have no borrowings, they cant assess whether u will be a good paymaster anot. However, if lets say u have another card or loan for at least 12 months, but ur CCRIS report shows that your repayment damn shit, u will still get rejected.

Your EPF statement or income tax only shows ur income, but not ur credibility as a good paymaster.

However, I managed to get my clearcard approved last time even when my CCRIS report was empty. My colleagues at that time told me it was because I was working in a bank, theyre somehow more lenient towards bank employees.
