Well, can't guarantee it will be there forever and ever but at least it is for now.
Please check out UOB thread, the first post lists out those we have tried so far and got cash back. Feel free to contribute in the thread.
I hope you are aware that in order to get cash back for VOX, it has to be online transaction of RM 50 and above for each transaction. Every month must use once (any amount) or you will be charged with monthly charges of RM 6.

2. Free Lifetime Annual Fee: Must can be waived.

3. Card required for: Overseas spending and online shopping

4. Existing credit cards if any: HSBC Amanah, Ambank Gold,

5. Looking at CC from: Cash rebate is an advantage.

Please recommend a credit card. This is for my friend.

No it doesn't but UOB VOX yes, I have bought few times of flight tickets and paid with VOX and got cash back.
It's mentioned in CIMB CR's T&C that flight tickets are excluded.
