Isn't this the infamous Tales of Missing-Alisha-You-Need-DLC-To-Play-It ?
Is the consoles sales so bad they need to start selling Tales series on Steam?  Preorder seem promising, but mind you its from Bandai Namco, gonna have truckload of DLCs coming... Sadly they din't included Alisha DLC in preorder bonus, because console user can get it free for limited time...
