Try to search for human powered vehicle or disables assisstive device. these scopes got commercial value and the cost to nothing to be developed if you know where to look for materials.

Heat exchanger got many types wan.

See he wants big size or small size.

Or he wants a heat sink instead.

For cooling applications, heat sink is the more appropriate device.
