That depends on your family and personal preference.
Lower floors, do not required to climb stairs everyday to enter your house.
Very important if the family has old people or using wheelchairs.
But most likely will hear noises from upper floor.
Some like lower floor, the feeling of staying on "landed".

Upper floor also got advantages.
From the layout, all rooms are on the second floor, and seems bigger as well.
I think Chinese prefer higher, as no one stay "above your head". 
But if required carrying heavy stuff or furniture down or up the stairs, that will be...
