Because console market are very healthy back in the days. That's why some still close their eyes for the pc market till this day. PC sales are also healthy and I think in the past 2 years, it might already surpass the console market thanks to Steam.
It's a tradition, I suppose. Console first, and if it's successful and has high demand, only then they port it to pc. Or, it's very unsuccessful and they make a lazy port for the game and release it to pc, to cover the cost lol.
Developers are also used to developing on console rather than PC. That could be a reason to. PS4 architecture not that far from PC, since they already abandoned the cell architecture in favor to attract more developers using AMD x86-64 architecture.. So the porting shouldn't be that bad to be honest.
For cases like Arkham Knight, the reason why it sucks is because it's missing that big 3gb patch which console has, I think, but not sure really. Yeah they favor to work patches for the console first and abandoning the pc. That's all the publisher's fault, not really Rocksteady because they decided to ship the pc version anyway.
