Starting this month I realized that Maxis already changed their subject for electronic billing.

Have you realized the part that mentioned "GST Input Tax Credit Claimable"
What does it really means? Can we claim the Tax later? If yes, how to do it?

I made some reading about Input Tax. This is different with Output Tax. Input Tax can be claimed while Output Tax cannot claim.
