Only because they have the scale, financial reserves and some political support to undergo such a large scale infrastructure job. Over here in our dear country, infrastructure projects usually go to connected parties.

Consider ourselves lucky if got any updates next year....i don't really think they will be allowed in the market as the disruption will be too drastic to local players.
