HEllo, wanted to ask. Whats the process needed to set up?

I mean like if malaysia allows myrepublic to get into malaysia.

Do they need to install new fibre line again or they will use back the same fibre line?
or some other process

Lets say if malaysia allows them to enter today, approximately how long will us to be able to start subscribing and using?
