Yeah, I think they are pretty much the only ISP in Singapore that doesn't have any form of IPv6 access. (SingTel doesn't have either, but at least they have 6rd).

Haven't been using any VPN for torrents, but so far no trouble. Haven't received any warning letter either

It's only when content providers decide to take action, otherwise it's usually fairly quiet.

Yeah, some places have really suboptimal routes. It depends on the peers. For example, speed tests to San Francisco to Unwired vs Comcast makes a huge difference. So I did a test again to Softlayer Communications (the previous one was Vodafone UK), the results were much better:
