i use nippon car rental , car comes with wifi , no need add or top up, i drive in hokkaido , not tokyo , i drive during winter , someplace can be jampacked and some can be no people , basically its same with malaysia only , traffic light etc , just that dont speed and always keep a distance with front , japan driver all very friendly and polite, not like malaysia ah beng style =D

rent a etc card - very cheap only ( like smart tag ) and go thru ETC , pay cash sometimes can be jam / they might dont know speak english if got any problem .

you must be extremely careful and patient driving during winter in hokkaido
normally i drive 40-50 all the time
and super slippery

i drove during february and no joke there are smoke coming out of the road
average i hit -5 to -10 degree
at night -15

i rent from nippon honda jazz
the time i take the car almost at the rental shop for 2 hours for all the procedure + coaching on how to use the toll card and gpd in japanese
plus they give u a thick book which have all the road number , something like a code same with singapore

when i return i no need to pump full tank , they have built in petrol station inside their rental shop , quite pro
they wont bother small scratches or what , just simple scanning of the car and you are good to go
when i return my car around 30 minutes done , i return at 730am and manage to catch flight of 1030am

of course , if accident happened ,or car got problem ....then good luck to you LOL

driving in hokkaido is like your car playing ice skating LOL
you need skill to get used to it and drive

LOL i take my car from chitose airport and drive to niseko took me 3hour30minutes drive like a turtle
then drive from niseko to otaru
then otaru to niseko
then niseko to sapporo
then sapporo to chitose

the reason i drive is due to flexibility of time and places i can go ,and i save quite a lot of time by driving instead of bus / train , and also not so tiring , i just drive to anywhere instead of walking , bus walking train

in the end 3 days of renting inclusive of petrol cost me around RM1000 for one car , so if one car got 4 people one people only RM250 is actually very very cheap
3 days i went to niseko , sapporo and otaru and back to chitose not even using full tanks LOL damm save petrol jazz

however the worst part is depend on weather luck
for example first day i drive from airport to niseko the road is crystal clear , no snow storm or whatever , but second day every thing got worse , snow storm hit and totally cant drive , so i just spend one day at niseko playing ski / hang around , luckily last day sapporo to airport is good weather , else i tiok d haha wil miss the flight if weather really bad

you can see how slow i drive

remember the trick is dont drive too fast and dont turn the wheel too fast , when u cornering use 20-30 speed slow slow turn and dont hit the break too hard this will make u slipped even further in front
