It says effective 20 July 2015... but their rebate is given on Statement Date. I wonder how PBB going to calculate the 6% rebate.
So maximum spend : RM833.33 (from 20 July 2015 onwards)

Cycle every Statement Date... as long as transaction is posted by the Statement Date, you will get the 6%.

I did a refund on AliExpress for a USD transaction completed in July.
Would you all think PBB will "debit" the rebate given on the July or based on the new USD amount credited in September

My question was on the rebate of a refund...

When charged it was RM38.00 with 6% rebate of RM2.28
When refund, it was RM41.00.
Will I get a -RM2.46 rebate in my latest statement ?

Any transaction (entitled to 6% cashback) is refunded, the 6% rebate is also taken out based on the transaction amount posted.

Eg.

Posted 20-Jun-2015
Transaction amount : USD10.00 (RM38.00)
Rebate given : RM2.28

Refund posted 12-Sep-2015
Refund Transaction amount : -USD10.00 (-RM42.00)
Rebate given : -RM2.52
