not all 219.95.xxx.xxx and 60.48.xxx.xxx ip is bad,
219.95.80++.xxx to 219.95.90++
60.48.180++.xxx to 60.48.190++.xxx
60.50++.xxx.xxx
all from 300++ms to 600++ms

That y , my connection in USJ subang with 60.52 ip very good <600ms in wow, dunno y ur 60.52 so bad.

the above testing can't determine the real speed in wow , i did a test , i got only 20++ for download and 200++ for upload. however my connection in wow still <500ms , so don't brother about it.

To play wow in malaysia using tmsuck streamyx , u need to logon to a good ip . Those ip u can refer to my previous post.
Although i can get <500ms latency , playing melee char in wow still a big disadvantage to us compare with those player in USA with <30ms latency.
The conclusion is no matter what, we only can experience partial comfortable playing experience in wow with our current state of broadband.
