is it possible to register for the exam for level 1 without going for a tuition centrE?

Correct, just create an account and enrol for the exam. I think they will ask you to choose either ebook or hardcopy books. Unless you are taking the ebook from the Institute and you buy the textbooks separately from Lowyat members.
