Want to ask if I swipe my HL credit card to buy AEON / Metrojaya vouchers, will it be considered as departmental category and will be eligible for the 30% cash back?

I'm trying to pay for the Syabas water bill thru uob payonline but having some problems. After keying my credit card info and clicking the proceed button, a page that states "internet explorer cannot display the webpage" will pop out. I've tried several times using my desktop and mobile but its the same. I'm new to this and I have paid for my TNB bill once and everything was alright. Anyone can advise what is the problem?
