May I know when will HLB credit rebate to us? According to details on 1st page which show 28th date of every month, but I still haven't received it?

dear all, may i know if my september statement balance is 1100, i get rebate 100, so should i pay 1000 or 1100, this rebate can immediately use to pay my credit card amount?
