"Peristiwa ini jadi urgensi untuk segera memperbaharui alutsista TNI. Terutama alat angkutnya," ujar Mahfudz di Gedung DPR, Jakarta, Selasa (30/6).

Lewat peristiwa ini, lanjut Mahfudz, sudah menjadi harga mati untuk memodernisasi alutsista TNI. Selain itu, Komisi I DPR akan mendesak memberhentikan menerima pesawat hibah dari negara lain. "Karena resikonya cukup besar," imbuhnya.

Selain itu, ia memastikan guna peristiwa ini tidak terulang di kemudian hari, Komisi I DPR dan pemerintah akan menambah anggaran untuk dialokasian pengadaan alutsista yang mumpuni. "Pemerintah dan DPR baru melakukan pembahasan awal. Saya kira ini momentum tepat untuk melakukan penambahan bahwa pengadaan alutsista harus benar-benar baru dan didukung dengan anggaran," ucapnya.

Saab has disclosed last week that they are currently in talks with the Philippines for its Multi Role Fighter requirements slated for delivery in 2018.

Ulf Nilsson, Head of the Aeronautics division, said at the Paris Air Show that Saab is offering its JAS-39 Gripen C/D combat aircraft to the Philippines which it marketed as future proof jet fighter under its continuous upgrade programme to keep it at the forefront of military capabilities through to at least 2035.

The C/D aircraft which has an estimated price tag of US$61 million can be converted to the more advanced E/F models, according to a senior company representative.

"C/D frames is still, and will continue to be, a very capable aircraft which will be in continuous development. It really doesn't matter if the Philippines operates the C/D or with the new generation E/F, there will always be a way for us to grow its capability through incremental upgrades," he said.

London-based IHS Jane’s has compiled an independent report in March 2012 on a cost per flight hour of selected aircraft, which includes Lockheed Martin F-16, Boeing F-18 E / F Super Hornet, Lockheed Martin F-35 Joint Strike Fighter, Saab Gripen, Dassault Rafale and EuroFighter Typhoon, and the report concluded that the Saab Gripen was the least expensive of the aircraft under study in terms of cost per flight hour.

The aircraft is also the only jet fighter capable of landing in Philippine controlled Rancudo airstrip in the disputed Spratly Islands.

Saab Gripen reported that a possible government-to-government negotiations between Sweden and the Philippines is under way after it has submitted proposals to the Philippine government which include training and lease options of Gripen fighters, hinting the Philippines interest on a similar deal offered to Hungary and the Czech Republic and to recent offers made to Malaysia. The terms of the offer however remains confidential up to this date.

A senior Defence official of the Philippines has confirmed yesterday that they are currently in talks with Sweden for the country's first Multi Role Fighters. Defence Secretary Voltaire Gazmin however refused to comment on the deal.

But sources inside Malacanang Palace disclosed that President Benigno Aquino has plans to visit Sweden before his term ends in 2016 and the date of his visit is set tentatively suggesting that finer details are currently being ironed out prior to formal announcement like the ones they entered with South Korea and Japan. President Aquino went to Korea and Japan to announced major defence related acquisitions.

Saab has sold 75 Gripen C and 25 Gripen D aircraft mostly to Sweden, many of which were re-manufactured from the 105 Gripen A and 13 Gripen B aircraft already in service. Another 17 C and 9 D aircraft were sold to South Africa, another 8 C and 4 D to Thailand, and has leased 12 C and 2 D to Hungary, 12 C and 2 D to the Czech Republic.

“I also wish to reinforce the zero accident system in using alutsista,” he added.

Jokowi said that fighter jets, transport planes, submarines, helicopters and personnel who operate them must always be in a high level of readiness.

Earlier, military-owned Hercules C-130 crashed at Jalan Jamin Ginting, Medan, North Sumatera on Tuesday, June 30, 2015. The plane was piloted by Capt. Sandy Permana, who graduated from the Air Force Academy in 2005. The ill-fated Hercules took off from Suwondo Airport, Medan, heading for Tanjung Pinang, Riau Islands.

The MoD said on 30 June that meetings in Jakarta were focused on easing administrative processes related to the MoD's stated intention to acquire four Boeing CH-47 Chinook heavy-lift helicopters. The meetings were the latest in a series of recent discussions between Boeing and Indonesia that are geared towards boosting trade.

This has resulted in the MoD's order in early 2015 of eight Boeing AH-64E Apache attack helicopters, which are expected to be delivered to the Indonesian armed forces from 2018.

Namun, menurut dia, apabila pesawat mogok atau rusak ketika terbang maka akan hancur seperti beberapa kejadian kecelakaan pesawat milik TNI.

"Apabila pesawat mogok maka hancur, sehingga komitmen saya dan Komisi I DPR RI untuk pesawat udara harus yang baru," katanya.

Gatot menjelaskan Indonesia bukan negara kaya, namun semua alutsista yang sudah usang harus ditinggalkan dan diganti dengan yang baru agar operasional TNI bisa berjalan. Dia mengatakan pembelian alutsista dari luar negeri harus memiliki transfer teknologi sehingga lambat laun Indonesia bisa memproduksi secara mandiri dan tidak tergantung dengan negara lain.

"Alutsista yang dimiliki Indonesia ada yang lama dan baru. Yang lama masih kami gunakan namun harus dipelihara," jelas jenderal bintang empat ini.

Kata Gatot, kategori pesawat ada dua yaitu layak terbang atau tidak layak. Gatot mencontohkan pesawat Hercules produksi tahun 1964 masih digunakan Singapura dan Bangladesh namun dilakukan sistem pemeliharaan secara berkesinambungan.

"Sistem pemeliharaannya setiap 50 jam terbang ada 'opname' dan pengecekan lalu per tiga tahun dan per enam tahun dilakukan cek," bebernya.

Saat ini, menurut dia, ada 12 pesawat Hercules tahun 1964 dan 12 dari produksi tahun 1975 ke atas. Dia mengatakan tidak mungkin menghentikan operasi pesawat Hercules tersebut meskipun dengan alasan pesawat sudah uzur. "Apabila itu (operasional pesawat Hercules dihentikan) lalu kita mau menggunakan apa?" tukasnya.

Analysis
As the Q&A was conducted in late May, it is expected the answers here have been taken over by events. It appears that RMAF will have to consider leasing as industry sources told Malaysian Defence that the MRCA programme has not received the go-ahead for RMK11.

One source had said that the MRCA could go ahead during RMK11 if a special allocation was made for the programme. Personally I do not think this is likely. The same special allocation was spoken off during the last 10 years but nothing had materialised and I do not think it will occur this time either.

Analysis
As stated in the previous posting, it is the MPA requirement that had been approved to be funded under RMK11 and not the AEW programme. I have no idea why the MPA was chosen ahead of the AEW programme. Perhaps the events during the last two years, notably MH370 and the Lahad Datu incursion were the tipping point. If these events were the reasons, I am pretty sure now that we are fighting yesterday’s war. And AFAIK there is no absolutely no word on UAVs in the RMK11 allocation. I am not sure whether the allocation was not sought or the funding were denied.

No Cougars in RMK11

Q: Industry sources told Malaysian Defence, RMAF is seeking to buy 12 more Airbus Helicopters H225M Cougar in RMK11, is this true?

A: Procurement of more H225Ms was planned but due to the financial restrictions and other procurement priorities, it was not registered under RMAF’s list for RMK11.

Analysis
It was generally expected that RMAF will repeat an order for the H225M in RMK11. However the exclusion of funding for the helicopters meant that the service will continue to rely on Nuris for at least a decade or so. It will also forced the Nuri Upgrade programme to be expedited despite the problems with digital cockpit supplier.

If the Cougars were excluded from RMK11 how did the heavy lift got the nod instead?, one may asked. It is possible that the heavy lift helicopters requirement came from another service, most likely the Armed Forces Headquarters.

Indonesia planned to buy C17 or A400 transport aircraft in the 2nd MEF 2015 - 2019 to replace the Hercules. Apparently this was planned well before the Hercules accident in Medan.

Seperti halnya Hercules, Pesawat Airbus A400 merupakan pesawat angkut militer yang juga bermesin empat turboprop. Pesawat tersebut pertamakali melakukan penerbangan uji coba perdana di Sevilla, Spanyol pada akhir 2009 lalu. Pesawat ini dirancang oleh divisi militer Airbus untuk mengganti atau melengkapi pesawat yang digunakan dalam peran angkutan udara taktis.

Sedangkan pesawat jenis C-17 merupakan sebuah pesawat angkut militer Amerika Serikat yang diproduksi oleh Boeing Integrated Defense Systems dan sudah dioperasikan oleh Angkatan Udara Amerika Serikat, Angkatan Udara Britania Raya dan Angkatan Udara Australia.

IINM News about the ESSM first came from Marhalim's blog. By looking again at his article it was just "talk around town" or rumours with no confirmation either from Boustead or the RMN.

Greece's military spending is the highest in the European Union, and in fact many analysts cite its devotion to this ersatz show of strength as a key factor behind its appalling indebtedness.

Between its most recent military coups, in 2006 and 2014, Thailand's defence budget far more than doubled, from Bt81 billion in pre-coup 2005 to Bt180 billion. The military-led government is now mulling a 2016 defence budget of Bt207 billion, marking a 7-per-cent hike over this year and representing nearly 8 per cent of total state expenditures, as well as 1.5 per cent of GDP.

As usual, the military is maintaining that more money is needed to protect national interests, but protect them from what? As usual, none of its leaders has identified a specific threat or threats that Thailand faces or might face in this combat-free region.

Clearly the Navy was paying no heed to the country's current economic weakness and the global situation as a whole when, last Thursday, it formally sought permission to purchase three submarines from China, total price tag Bt36 billion. This came immediately in the wake of Prime Minister Prayut's announcement that our universal healthcare scheme must be revamped.

Healthcare for needier citizens is in jeopardy because the government has insufficient funds.

Objections poured in to the Navy's plan, even from several pro-military politicians and academics, who insist there is no pressing need for Thailand to have such formidable and expensive craft. It's not as though our Southeast Asian neighbours with submarines - Vietnam, Malaysia, Singapore and Indonesia - are posing challenges or gaining any military advantage at sea.

TEMPO.CO, Jakarta - Indonesian Air Force Chief Marshal Agus Supriatna claimed to have conducted studies to replace Hercules aircraft with a new transport aircraft, but is still awaiting a decision from the Defense Ministry.

“We have made the assesment but it all depends on the government.  We definitely asked for the latest model.  There are airbuses from France, U.S. and Russia,” Agus said in the Armed Forces Headquarter Cilangkap, East Jakarta, on Tuesday.

Agus admits to have submitted the study results to the Defense Ministry.  “It contains strategic plans for 2015-19.  There is a fighter jet to replace the F5.  Heavy transport aircraft, heavy helicopter and large transport helicopter,” he said.

Brigadier General Jundan Eko Bintoro, Head of Public Communications Center the Ministry of Defense, confirmed that Airbus A400M from France of Boeing C-17 owned by the U.S. to replace Hercules aircraft is because those two transport aircrafts has large capacity.

THAILAND definitely needs equipment to build up its military strength - but submarines are not the best solution to achieve this objective since the country currently faces no conventional maritime threat.

Of course many Asean countries - like Indonesia, Malaysia, Singapore and Vietnam - have a number of submarines to protect their territorial waters and even Myanmar plans to acquire some. But, are these neighbours a true maritime threat to Thailand?

Indonesia, which has two type-209 submarines and plans to acquire a dozen in the near future, is not a case for consideration as the country is far away and has no maritime conflict with Thailand. There is no sign or historical record to suggest that Indonesia has any plan to attack Thailand.

Singapore is among countries in the region which has military strength and modern defence equipment. The city-state has two Archer-class and four Challenger-class submarines, but nobody in the Thai Navy or Army imagines that Singapore would become a military threat to Thailand. Singapore conducts military exercises in Thai territory regularly - but Thai people and the elite have never expressed any distrust about them.

Malaysia, which has an overlapping area also claimed by Thailand on the floor of the Gulf of Thailand, has two Scorpene-class submarines. The two countries have had border difficulties in the past due to violence in the deep South, but it is clear to Thai security agencies that Malaysia is not a maritime threat to Thailand. Relations between Thailand and Malaysia are mostly cooperative, rather than conflict.

Among the Thai military elite, Vietnam is seen as having the potential to pose a maritime threat to Thailand due to overlapping territorial areas in the Gulf of Thailand and competition for influence over the region. Historically, Thailand and Vietnam have competed over the Mekong basin for hundreds of years.

But, history has proven for many years that Hanoi has never had any intention to attack Thailand - although it remains distrusted by the Thai elite, notably the military.

It is true that Vietnam is building up its maritime power these days. Hanoi has six Kilo-class submarines, including some yet to be delivered. It is no secret that Vietnam is in the process of acquiring 50 anti-ship and land attack 3M-14E Klub supersonic cruise missiles for its burgeoning fleet of SSK Kilo-class diesel-electric submarines.

However, the Thai elite knows very well that Vietnam built up its maritime strength because of conflict in the South China Sea, based on tension with its giant neighbour China, which has the world's third largest submarine fleet. Vietnamese submarines cannot be regarded as a threat to Thailand. On the contrary, if Thailand purchased submarines from China, it could pose a challenge to Hanoi since Vietnamese leaders might construe that Thailand would stand with Beijing if they were really in dispute.

On the western coast, India has 15 submarines while immediate neighbour Myanmar has no significant maritime power, let alone submarines. From a security perspective, it is useless for India to pose any threat to Thailand, while New Delhi wants it to be a major bridge to Southeast Asia.

Countries in this region both inside and outside Asean have reached consensus that there will be no major conventional warfare in the near future. Perhaps even half a century from now, countries in the region would not consider waging any wars against each other.

Security threats, if any, in the region at present are non-traditional ones, such as terrorism, piracy, smuggling, trafficking and natural disasters.

It is possible that Thai fishing boats could be sunk by the Indonesian Navy and Coastguard forces, as they illegally fish in the Java and Sumatra seas. Rohingya and Bangladeshi migrants are also being trafficked in the Indian Ocean to disembark on the Thai shore. Meanwhile, earthquakes and volcanic eruptions in Indonesia might create disaster in Thai territorial waters, both in the Gulf of Thailand and Andaman Sea. All are possible.

The Navy might be commissioned to respond to such threats and need to provide humanitarian assistance for disaster relief. Navy equipment would be utilised for sure, but having submarines for such purposes is not suitable and too expensive.

And to cap it off, a smart navy would never use combat submarines to catch fish.
