China has started to make advances in its research into “metamaterials” in the hopes of achieving the People’s Liberation Army’s dream of developing an “invisible” stealth aircraft, according to a recent report by the Beijing-based Sina Military Network.

Metamaterials are synthetic materials designed to control light, radar, sound and electromagnetic waves, and other physical phenomena. Their properties are a combination of the inherent properties of their base material and the way their structure is designed, including shape, geometry, size and orientation.

South China Sea Dispute: Pentagon Report Says China Massively Stepped Up Land Reclamation On Disputed Islands

The report, the contents of which were revealed by the Wall Street Journal, found that China had, as of June 2015, reclaimed 2,900 acres of land across the archipelago of disputed islands. The figure represents an almost 50 percent increase from May 2015, when the Pentagon said that China had reclaimed about 2,000 acres of land in the region.

China has been embroiled in a territorial dispute with other Asian countries over the South China Sea, almost all of which Beijing claims as its territory. Nations including Japan, Brunei, the Philippines, Malaysia, Indonesia, Vietnam and South Korea have also staked claims to certain areas of the sea.

China has made expansive territorial claims in the South China Sea, with its so-called “nine-dash line,” by which it claims historic territorial rights over virtually all of the South China Sea, which experts believe may be rich in deposits of natural resources.

China's claims have brought it into conflict with both its neighbors, and the U.S., which has pointedly ignored China's claims, and has flown military patrol aircraft through the disputed region, prompting China's navy to go on high alert.

How the Philippines Plans to Revive a Former US Naval Base

The Philippine government’s plan to develop Subic Bay as a military facility was first announced in October 2012, four months after the Chinese occupation of Scarborough Shoal.  When it was announced, Philippine and U.S. officials confirmed that Subic Bay–once the U.S. 7th Fleet homeport and the primary staging area for all American naval activities in the Southeast Asian waters–as a Philippine military facility that will host U.S. forces on a semi-permanent rotational presence.  These U.S. forces will engage the AFP in regular joint exercises to develop the latter’s doctrine and equipment in territorial defense, and enhance the two allies’ interoperability.  There were also plans to preposition U.S. logistics assets in the Subic Bay, and utilize some of the port facilities to service U.S. Navy ships.  Earlier in April 2012, America’s largest military shipbuilding company, Huntington Ingalls Industries (HII) subsidiary AMSEC signed an agreement with South Korean Shipbuilding Company Hanjin Heavy Industries and Constructions to provide maintenance, repair, and logistics for U.S. Navy ships using Hanjin’s dry docks in Subic Bay.

On 28 April 2014, Philippine Defense Secretary Gazmin and U.S. Ambassador to the Philippines Philip Goldberg signed the Enhanced Defense Cooperation Agreement (EDCA). This executive agreement provides the framework by which the Philippines and the U.S. can develop their individual and collective (defense) capabilities. Such task can be accomplished through the rotational deployment of American forces in Philippine bases.  Although the EDCA allows American forces to utilize AFP-owned and -controlled facilities, the Philippine base commander has unhampered access to these locations.  Likewise, American built or improved infrastructure inside these installations can be used by the AFP.  Furthermore, any construction and other activities within in the Philippine bases require the consent of the host country through the Mutual Defense Board (MDB) and Security Engagement Board (SEB).

Through the EDCA, U.S. forces are afforded two innovative access arrangements in the Philippines, namely:  a) forward operating sites – expandable military facilities with limited U.S. military support presence; and b)  cooperative security locations – facilities with little or no permanent American presence and maintained by the host-nation.  These are less expensive, less visible and less vulnerable access arrangements that offer greater strategic and operational flexibility.

Unfortunately, left-wing groups and ultra-nationalist personalities questioned EDCA’s  constitutionality as an executive agreement requiring no concurrence from the Philippine Senate. EDCA is currently in a legal limbo as both sides wait for a decision from the Philippine Supreme Court before the agreement can be implemented.  However, confronted by Chinese island building activities in the South China Sea, the Philippine government decided to push through with the development of Subic Bay as a training and forward launching facility for U.S. forces operated by the AFP.  Secretary Gazmin admitted that U.S. military (rotational) presence in the AFP military facilities would help.  However, if the court decides against EDCA, the Philippine government will still proceed to develop these facilities inside Subic Bay Freeport.

North Korea Prepares For War As Missiles Moved

Amidst the US/NATO's saber-rattling and muscle flexing in Europe the US' thought leaders and military strategists are still largely unnerved by Russia's consistent military modernization; Russia's new Lider-class destroyers are seemingly giving the Pentagon the shivers.

The US has kicked off the biggest allied airborne military exercises in Europe since the end of the Cold War apparently aimed at boosting Washington's confidence in its military superiority.
Still, Russia's new Lider (Leader)-class destroyers are evidently giving US military experts the shivers, prompting a heated debate on whether or not Russia is able to revive its military industry after since the collapse of the USSR.

However, Russia's actions aimed at modernizing its army speak louder than words. In late June, the Russian Navy announced that it plans to begin construction of new Lider-class destroyers in 2019, according to Navy Commander-in-Chief Adm. Viktor Chirkov.

Russia's new warships will have a displacement of about 17,500 tons, a length of 200 meters and a breadth of 20 meters. Equipped with 60 anti-ship cruise missiles, 128 anti-aircraft guided missiles and 16 anti-ship guided missiles, the nuclear powered destroyer will reportedly reach a speed of 30 knots and remain at sea up to 90 days without support.

Experts note that the vessel would become the world's third nuclear-powered destroyer after the American USS Truxtun (DLGN-35) and USS Bainbridge (DLGN-25). However, according to designers, Russia's warship will outpace its American counterparts.

"Dubbed the Lider class, these warships would feature the nuclear power and armament capacity of the massive Soviet-era Kirov battlecruisers. For reference, the 28,000 ton Kirov class has thrice the displacement of and carries roughly twice the armament of its nominal US Navy counterpart, the AEGIS cruiser," US journalist Ben Hernandez noted in his article published by the National Interest.

"Cutting a distinctive silhouette, the Lider would easily outgun the largest ships in the US or Chinese arsenals. Their nuclear power plants would allow them to sortie worldwide, limited only by food and ammunition supplies — the finest naval power projection to be found outside of aircraft carriers," Hernandez added.

The Russian Navy is expected to receive twelve Lider-class destroyers by 2025.
Predictably, this prospect is annoying US military strategists who call into question Russia's ability to complete such a "grandiose" project on time and labeling the warships as "budget breakers."

It is worth mentioning that in March 2015 Vasily Kashin, an expert at the Center for Analysis of Strategies and Technologies, pointed out that the Russian Navy's Lider project opens up an opportunity for Sino-Russian cooperation in creating nuclear-powered systems and naval armaments.

PORT DICKSON, Malaysia — A multinational training team facilitated by the Malaysian Armed Forces shared their checkpoint rules of engagement procedures with Soldiers assigned to the 728th Military Police Battalion, 8th MP Brigade, 8th Theater Sustainment Command, as part of Exercise Keris Aman 2015.

Although the U.S. platoon isn’t scheduled to deploy in a United Nations peacekeeping capacity, the training provided an opportunity to share experiences, techniques and build relationships.

“It’s good to see these different types of training because we aren’t the only country out there,” Earley said. “Today’s event really impressed me with the fact that everything was really realistic in how detailed it was. The Malaysians are putting on … extremely realistic training for us.”

The MPs practiced rules of engagement and code of conduct procedures when operating a checkpoint in a peacekeeping environment and within the notional host nation’s area of responsibility.

New Zealand Defence Force Sgt. Marcus Good, Exercise Keris Aman 2015 subject matter expert, explained what the training lane is designed to teach.

“There are three things we want them to take away from this,” Good said. “Rules of engagement are probably the most critical one when it comes to UN missions, when they can and they can’t act to someone that’s being hostile towards them. The second one is the code of conduct. The UN peacekeeping forces have a code of 10 things that blue helmets can do on what and how they report. The third things we want them to learn are the importance of protecting civilians, which is quite high on the UN mandate.”

The multinational team of cadre designed a scenario to enable the U.S. platoon to practice what they learned in a realistic training environment.

“What they’re trying to do is stop the illegal movement of weapons; that’s what this checkpoint is simulating,” Good said. “When the illegal arms are coming through, if they can shut that down during the mission, they are essentially taking away the weapons of the bad guys.”

The shift from training in a combat environment to a peacekeeping operation proved a very different experience for Earley.

“It’s good to see a different type of mission and learn that there’s different tasks that we can handle that’s not combat oriented,” Earley said.

Keris Aman is the largest multinational peacekeeping training event this year and is co-hosted by the Malaysian Armed Forces and U.S. Pacific Command with representatives from 29 nations participating.

According to the United Nations official website the United States currently has 80 personnel operating in seven different UN peacekeeping missions.

Russian engineers have developed an artificial brain enabling tanks and other armored vehicles to move around without the help of a human driver, Russian media reported on Saturday

“A smart system like ours can be installed on just about any digitally-controlled tracked platform, be it a tractor or a self-propelled gun,” Alexander Grivachev, the head of research and development at Kursk State University, told Krasnaya Zvezda army newspaper.

To showcase their invention the developers installed it on a scaled-down model of the legendary T-34 tank, which then moved around obstacles using onboard sensors and was even able to track an imaginary target by rotating the turret.

“You can either indicate on the touchscreen the finish point the robot is to move to, bypassing fallen trees and other small obstacles, with the help of artificial vision and an obstacle detector effective at speeds up to 30 kilometers per hour… Or you can draw the entire route on the screen. In both cases the system will need outside help only when dealing with hard-to-negotiate obstacles, while the work of the onboard generators and the diesel engine, and sending commands to the electric motors is done automatically,” the newspaper learned at the university press center.

The artificial brain program was entirely developed in Russia without any foreign help.

“We maintain continuous control over everything the robotic system is doing to rule out a situation where machines rise up against people, something like what we saw in the Terminator movie,” the new system’s designers explained.

PLA troops head to DPRK border as North-South tensions mount

The People's Liberation Army has sent troops to China's border with North Korea as escalating tensions on the Korean peninsula have pushed North and South to the brink of possible war.

The Hong Kong-based Oriental Daily reported Saturday that internet users have been uploading photos of what appear to be PLA armored vehicles and tanks passing through the streets of Yanji, the seat of the Yanbian Korean autonomous prefecture in eastern Jilin province. The city, considered a key transport and trade hub between China and the DPRK, is less than 30 kilometers from the 1,400-kilometer border.

The military deployment is believed to reflect how seriously Beijing considers the the current standoff between North and South Korea. Delegates from Pyongyang and Seoul have agreed to continue talks at 3 pm Sunday local time after the first high-level dialogue between the two sides in nearly a year was adjourned following a marathon 10-hour session.

The talks began around 6:30 pm on Saturday shortly after the passing of Pyongyang's deadline for Seoul to cease broadcasting anti-DPRK propaganda across the demilitarized zone through loudspeakers. Pyongyang had declared that its frontline troops were prepared to go to war if Seoul did not back down and an unnamed official from South Korea's defense ministry has reportedly said that his government will only discontinue the broadcasts if there is an acceptable outcome from the talks.

The loudspeaker broadcasts began from the South after a land mine attack — for which the South has blamed the North — injured two ROK soldiers. On Thursday, the South Korean military fired dozens of artillery rounds across the border in response to North Korean artillery strikes, in turn supposedly in response to the South's broadcasts. As usual, Pyongyang has denied being behind both the land mine attack and the artillery strikes while keeping up its standard "sea of fire" rhetoric.

The standoff also comes amid annual military exercises between the US and South Korea, which the North claims is part of a preparation for invasion.

On Aug. 21, Chinese foreign ministry spokesperson Hua Chunying said that China is following "the situation of the Korean peninsula very closely and is deeply concerned about what has happened recently."

"China staunchly safeguards regional peace and stability and opposes any action that may escalate tension. We urge relevant parties to remain calm and restrained, properly deal with the current situation through contact and dialogue, and stop doing anything that may make the tension even worse," Hua said, adding that the Chinese side is "willing to work with relevant parties to jointly ensure peace and stability of the Korean peninsula."

China's Global Times tabloid has tried to downplay the risk of military conflict, stating in an editorial: "The South and North are not willing to start a full-scale war, and no one is instigating a war. As a result, the new round of friction may not be explosive and can be dissolved by previous experiences. After all, escalation will do no good to either side."

The Korean Central News Agency, North Korea's state news agency, has hit back at China's calls for restraint, saying, "We have exercised our self-restraint for decades. Now no one's talk about self-restraint is helpful to putting the situation under control."

A new Russian hypersonic engine capable of propelling an aircraft up to 9,000 kmh will be unveiled during the MAKS-2015 air show in Zhukovsky, outside Moscow.

The breakthrough engine was designed by the Central Institute of Aviation Motors (CIAM) in Moscow.
"An operational module of the supersonic combusting ramjet will probably be the most eye-catching piece at the CIAM booth," the institute reported.In addition, the company plans to present dozens of other interesting projects.

The CIAM is one of the world leader’s in developing supersonic combusting ramjets. The Institute created Europe’s largest range to imitate flight conditions at speeds of Mach 5-7.5 (6,125-9,187 kmh).

"For rig tests, the Institute has designed a module of a hydrogen supersonic combusting ramjet. During tests under simulated flight conditions at speeds of Mach 7.4, the engine delivered forward thrust," the Institute explained.

Military uniforms to march with times

Several types of military uniforms were displayed at the rehearsal on Sunday of the military parade which will commemorate the 70th anniversary of the end of World War II in Beijing on Sept 3.[Special coverage]

Thirty professionals in General Logistics Department have been assigned to design all clothing models for parade this year, inspired by the uniforms in the War of Resistance against Japanese Aggression and the latest version of military uniforms issued in 2007.

The military uniforms during the rehearsal included clothing for guard of honor, uniforms in the War of Resistance against Japanese Aggression, female dress clothing and different camouflage clothing.

"It will be the most beautiful uniforms in all the parades China has," said Ma Guowang, team leader of a medical formation in parade.

All the uniforms have been upgraded with better fabrics, highlighted accessories and hard but smooth styles.

Military boots have been improved to be light, more fit and with better ventilation, which makes them perfect for the parade, according to a formation leader.

Compared to previous loose sized uniforms, the parade uniforms have been tailored according each member's measurements. The waist size has been especially narrowed for the female to have a better fit.

China's female guards of honor will for the first time attend a military parade.
