Try 2 things
1. Run "Disk Cleanup" (If your Windows 10 is running stable and you have no intention to downgrade; you can run Disk Cleanup "Clean up System Files" to remove the old version of windows you upgraded from and clean up the windows update backups/logs as well)
2. Run "Optimize Drives". This will defrag your Hard Disk and TRIM your SSDs

I believe you have enabled the "Desktop mode battery charge"? Right click on the battery icon and check.
The behavior you described is normal if this is your mode. It will charge to 100% and stop and would only charge again when charge is between 50% to 100% which is determined by the program.

It is suppose to extend the life of your battery instead of constantly charging it (unless you always need it to be full power when you're on the move; in which case you should disable this "Desktop mode battery charge" mode)
