For key personnel to handle a project for eg the pm, most probably yes. It require petronas approval.
But if you are talking about to hire a tea lady or trainee engineer yet require approval from petronas I think it is just bs. |

Lead engineer at 12 to 18k for PSC or fabricator or vendor? Usually PSC salary is much higher right?
