I have the same problem of activating the hotlink tablet plan on my dual-sim Moto G 1st gen phone. I bought the hotlink tablet plan 2 weeks ago but when I tried activating it last Friday I keep getting this error:

I PM'd hotlink's twitter support and this is their reply:

So yesterday I went to their Maxis Center in Sunway Pyramid and in less than an hour they successfully activated the sim card on my phone. The tech guy said some phones like Xiaomi and Motorola have different APN or something. However the activation didn't went smoothly because the registration page asked for a TAC number and their website failed to sms me the TAC number to my other hotlink sim card (that can receive sms). So the tech guy did something on his PC (I dunno what, probably they have specialised internal tools) and activated the sim card.
