It is a engine breather. The air will go back into your manifold. It should not be loose.

The hose suck air from your engine interior, in order to
1) reuse blow-by gases (for the environment)
2) circulate air inside to prevent moisture in the engine (for you)

Some oil residue is normal. If you're concerned just install a oil catch tank. But it was absolutely unnecessary.
An air breather, is useless, too.

That hose is for crankase ventilation. During normal operation some gases from combustion leaks past the sealing in the combustion chamber. These gases are bad for the engine because it deteriorates the engine oil by thinning it. Old designs had a hose that lead to the bottom of the engine bay to have these gasses sucked out by the air flowing pass but now the hose leads into the intake manifold where there is a vacuum to suck it out.

The oil residue is because engine oil evaporates slightly at operating temperature which then condense into liquid at the cooler end of the hose leaving an oily residue.
