point the .torrent file to the new directory(where your halfway downloaded) torrent file located. (do it like normal download)
Do it 1 by 1 (if you have a lot of files) as it will do the file checking, and after it done, your current(halfway) file will ready to go

Go to Option -> Preferences -> Bit Torrent ->

Adjust your global maximum number of connection and number of connected peer per torrent

you need to adjust less..

also try limit your upload and download speed for better performance
