It depends on your ISP and your Internet Package.If you paid for a static ip address, you will always get the same ip address from your ISP provider.
192.168.1.1 is your router IP address.
175.144.38.193 is the IP address given by your ISP, this is determined whether you have static or dynamic IP.
Here are the steps to determine do you have Dynamic or Static IP address:
1) Go to whatismyip.com, write down those numbers.
2) Off your Modem for 1 min, restart it.
3) Return to whatismyip.com, check the numbers again.
4) If its the same, you are most likely having Static IP address. If its different now, you are most likely having Dynamic IP address.
5) Repeat step 1-4 one week later to make sure.
