you are not answering your initial accusation.
The bottom line is not all clubs is not useful.

ROS? Do you think a registered club will make a difference?
In this age where people are busy to earn a living, it is hard to even find one two person to try and lead the club and at the same time maintain the documentation. End of day, being registered makes no difference apart from the paperwork.

Don't accuse all just because of one rotten apple.

I can also generalize it is more good than bad?

If anyone (member of club or not) cross the line, haul them up to the police and let the law take the course of action.

Here we have an unfortunate accident and all you did is too Generalize all. Why not ban driving right away?
