 Converting picture into cartoonish

Hi guys,

I'm looking for a way to convert the architecture buildings, as well as objects like sofa, into cartoonish look. Not only that, I would like to add the white border to the object, similar to the attachment of Big Ben cartoon (credit to ShuttleStock). Even better if the white border is not uniform like the sample, could be curvy (unable to find sample). How to make it?

I think there isn't any quick way to do so other than vectoring the whole object manually.

Wrong section too I think, should be in Arts & Design smile.gif
