Basic 38 vs i68

Strange, may I know wherw did you guys get to know the speed for this First Basic 38 is capped at 7mb?
I happen to perform a speedtest @ Midvalley/The Gardens, it can reach up to 16mb++.
Using Ip6, but the phone and line belongs to others...
I even went to ask at Bluecube @ Gardens, they say this package is using LTE without speed capping.

Guys, just done my new registration for this basic 38 plan from celcom centre. Activation is fast, ard 15min.
What is the USSD code to check my account details such as data usage, billing circle and so on?
